To apply for the PQA, the following application packages prescribed by the DTI – Competitiveness Bureau shall be submitted:
- Approved Eligibility Determination Form;
- Completed Application Form; and
- Application Report consisting of the Organizational Profile and responses to the Criteria (which are self-assessments, with 7-categories; 17 processes; with a perfect score of 1,000 points; focusing on key areas of organizational performance, based on results-oriented requirements; which are patterned from Malcolm Baldrige National Quality Award of United States.
Once the Presidential PQA trophy has been conferred, a certified copy of its picture shall be submitted.

The EPA means procurement short of award. The Certificate of Compliance (CoC) states that the agency should have conducted early procurement up to BAC recommendation without yet an award.
This should be done before the FY 2019 General Appropriations Act (GAA) has been issued. On the other hand, the GPPB Issuance is a guide for agencies that have conducted Early Procurement under the NEP so that they can award this January 2019. Agencies are allowed to award if it is based on the National Expenditure Program (NEP) and if the agency has the same program in the re-enacted budget.
For new projects that are charged under the 2019 budget, these will be part of the Early Procurement CoC that the agency needs to submit up to March 30, 2019.

The concerned certification body (CB) should have issued a certification that the agency has migrated from 2008 to 2015 version. However, said ISO 9001:2015 QMS certificate should be valid until December 31, 2018. The migration activity is allowed by ISO until June 30, 2018 only, otherwise, a recertification audit process will be fully undertaken.
A mere attestation letter by the CB is not sufficient compliance and not equivalent to ISO certificate.
