The bases for the frontline services are those declared in the agencies Citizen’s Charter. Including non-frontline services will enable those units working for the STO and GASS to be ranked as best. However, it is up for the agency to declare a critical non-frontline service. The priority will be the critical frontline services.
For delivery units to be recognized for their contribution in the streamlining process, the agency must include them. On the other hand, if they did not contribute, the agency does not need to report it. The rating depends on who will have the best performance in terms of the streamlining. The rating and ranking is related to the achievement of the physical targets.
Agencies are not required to report all the non-frontline services but to equalize the chance for those deserving delivery units to be ranked as best it is advisable to report also the non-frontline services.

The posting of System of Rating and Ranking (SRR) has already expired last October 1, 2018. If the agencies want to change what they have posted last year, it is an internal arrangement of the agency to decide the criteria for the rating and ranking. There is no specific prescription on how the agency will do their internal SRR. But for all DUs and services to be ranked, the Task Force encourages the agencies to include the all accomplishments including the non-frontline.
